ML Strategies is continuing the expansion of its energy and telecom practices with the addition of Jordan Collins and Rachel Sanford to the firm’s Washington, DC office. ML Strategies is an affiliate of law firm Mintz, Levin, Cohn, Ferris, Glovsky and Popeo, P.C.
Mr. Collins, who most recently worked as a Policy & Regulatory Analyst at the U.S. Department of Energy’s Office of Policy and International Affairs, joins the firm as Director of Government Relations.
Ms. Sanford, formerly a Senior Consultant specializing in cyber security and privacy at IBM, joins as Manager of Government Relations.

During his time with the Department of Energy, Mr. Collins worked as in-house consultant to senior Administration officials analyzing clean energy, legal, regulatory, tax, market, trade, and financial issues as well as drafting technical comments for introduced legislation and Federal rulemakings impacting EERE technologies, programs, and budgets. He served in both the office of Energy Efficiency and Renewable Energy and the Office of Policy and International Affairs. He began his career as an analyst at SRA, Inc., a technology consulting company.
He received his Bachelor of Science in Business Administration from the University of North Carolina and his Juris Doctorate from South Texas College of Law.
While at IBM, Ms. Sanford was a member of the Public Sector Consulting practice servicing government agencies and was responsible for drafting proposals in response to requests from government agencies as well as conducting research and drafting memoranda and reports on changes in international privacy laws and Federal cybersecurity and data privacy requirements. During her tenure at the Catholic University of America Columbus School of Law, she gained a range of experiences in the telecommunications industry, which spanned from publishing to advocacy to policy development.
She received her Bachelor of Science in Business Administration from the Seton Hall University W. Paul Stillman School of Business and her Juris Doctorate from the Catholic University of America Columbus School of Law.
