Mintz Levin Expands Washington, D.C. Telecommunications Practice With Addition of Sallye Clark

Telecommunications Law & Satellite Communications Expert Joins Firm

Washington, D.C. – Sallye Clark, a seasoned telecommunications attorney with special expertise in satellite communications, has joined the Washington, D.C. office of Mintz, Levin, Cohn, Ferris, Glovsky and Popeo, P.C. as a Member practicing in the Communications Section.   Previously, Ms. Clark was a partner with Arent Fox.

Ms. Clark's communications practice includes advising satellite operators and integrators on various government-related issues including international market access, landing rights, orbital-slot acquisition and spectrum issues. Among the various matters she has worked on include securing approvals such as Host Nation Authorizations (HNAs) from foreign governments for operation of networks used by the U.S. government.  This includes securing HNAs from countries throughout Asia for use of the satellite component of the U.S. Air Force's Global Hawk unmanned aerial vehicle.

Ms. Clark has served in a range of senior in-house counsel positions negotiating market access and managing regulatory affairs for three satellite companies.  She has served as Chair of the Satellite Industry Association's Trade Working Group and currently serves as an industry representative on the president's National Security Telecommunications Advisory Committee (NSTAC) where she focuses on emergency communications and interoperability issues. 

A frequent speaker, Ms. Clark has spoken at military conferences and before the Department of Defense (DoD) on HNAs and foreign licensing of DoD networks.  She has been elected to the Pacific Telecommunications Council's Advisory Council and is on the steering committee of the Global Telecom Women's Network. 

Ms. Clark is a graduate of the University of Maryland and Catholic University of America, Columbus School of Law.  Ms. Clark is admitted to practice in Maryland and the District of Columbia.
