Tom is Executive Director of the Mintz Levin Center for Health Law & Policy and Senior Vice President of ML Strategies, LLC, a consulting affiliate of Mintz Levin.
Tom also co-founded and now co-chairs the Coalition to Transform Advanced Care (C-TAC). C-TAC is a national, nonprofit, non-partisan alliance of patient and consumer advocacy groups, health care professionals and providers, private sector stakeholders, faith-based organizations, and health care payors with the shared mission to help provide all Americans, especially the sickest and most vulnerable, with comprehensive, high-quality, patient-centered care that is consistent with their goals and values and honors their dignity.
Before joining Mintz Levin, Tom served as Corporate Vice President of UnitedHealth Group, the nation’s largest health care company, where he oversaw the organization's federal government affairs. Prior to his work with UnitedHealth Group, Tom was Executive Vice President and Chief of Public Affairs at VITAS Healthcare Corporation, the nation's largest provider of hospice and palliative care. Tom's prior work experience includes serving as Senior Advisor and Executive Assistant to former Indiana Governor and Senator Evan Bayh. Tom was an advisor on health policy matters with the Health Practice Group of Hogan and Hartson law firm (now Hogan Lovells), and served as an associate in public affairs for Burson Marsteller, one of the nation's largest public relations firms.
