Porter spoke to Inside EPA about President Biden's WOTUS rule and how it compares to the Obama administration's. Jeff said, "Both [rules] use the significant nexus test, and the differences are immaterial between, if you liked the Obama rule, you liked the Biden rule. If you didn’t like the Obama rule, you don’t like the Biden rule.”
