
Paul concentrates his practice on representing cable and broadband providers in proceedings and matters before the Federal Communications Commission, state regulatory agencies, and local governments. He also assists clients in developing strategies with respect to regulation and regulatory reform, competitive concerns, and statutory issues. He has experience advising clients on regulatory aspects of mergers and acquisitions involving cable and broadband operators, including obtaining federal, state, and local government approvals. Paul has also overseen franchise renewals and new franchise activity, negotiated renewals with large franchising authorities, and advised field team personnel on legal and business aspects of franchising.
Paul returned to Mintz after nearly 10 years as vice president of local government affairs and franchising at Charter Communications. In this role, he oversaw franchising and local government issues and supported Charter’s field teams across the more than 10,000 communities Charter serves in 41 states.
He earned his JD from Northeastern University School of Law, where he was a judicial intern at the US Court of Appeals for the First Circuit. Prior to law school, he earned a BS in broadcast journalism from Syracuse University.
Paul is based in the Washington, DC office.
